Request for proposals for selection of a Consultant for conducting Impact / Evaluation Study of the financial literacy awareness programmes


Proposals are invited from reputed organizations for conducting Impact/Evaluation Study of the financial literacy awareness programmes conducted by our Financial Literacy Centres (FLCs) in the States of Karnataka and Andhra Pradesh.

Jnana Jyothi Financial Literacy and Credit Counselling Trust (R), sponsored by Syndicate Bank, is functioning with its headquarters at Manipal since October 2010. The objective of the Trust is to spread awareness on financial products and services to target groups through its centres. The Trust has established 75 Financial Literacy Centres in the Taluk/Block centres allotted by the respective State Level Bankers’ Committees in 5 States of the country and U.T. of Lakshadweep. Each Centre has two Counselors who approach the target groups and conduct programmes/campaigns to educate the people about the formal financial services, insurance, Government schemes, Digital Payment systems, etc.

Objective of the Study: To evaluate the performance of the FLCs and know the impact of the awareness camps/programmes conducted by them on the target groups in Karnataka and Andhra Pradesh States. The Trust has 45 FLCs in Karnataka State and 10 FLCs in Andhra Pradesh State. However, it is proposed to conduct the study in respect of the following 12 selected FLCs in Karnataka and 10 FLCs in Andhra Pradesh:

 Target Groups:

The target groups for conducting the awareness programmes as per Reserve Bank of India guidelines, are:

  • Farmers and Rural Artisans,
  • Women,
  • Self-Help Groups,
  • Small Entrepreneurs,
  • Students – School/College/ITI and other Skilling Centres,
  • Senior Citizens, and
  • Others

The terms of reference for the study:

  1. Assessment of level of awareness of people on need for saving and banking concepts, financial products and services available from the formal financial sector.
  2. To measure the impact of financial literacy on financial behavior such as savings and investment habits, credit behavior and asset accumulation.
  3. To measure the level of financial inclusion by opening of PMJDY Accounts, issue and utilization of RuPay Cards, and Overdraft facility provided by Banks to PMJDY Account holders.
  4. Awareness and level of enrollment of people for various Social Security Schemes like PMJJBY. PMSBY, APY and Sukanya Samriddhi Yojana launched by Government of India.
  5. Awareness of Prime Minister’s Mudra Yojana and the crop insurance scheme Pradhan Mantri Fasal Bima Yojana (PMFBY)
  6. Awareness of Cashless Economy and level of use of digital payment system (recently introduced except ATM/Debit Card and Credit Card).
  7. To study the financial inclusion of the rural public with specific reference to increase in their income generation.

The Impact / Evaluation Study may be conducted by meeting the target groups in the operational area of the aforesaid FLCs on random basis. The interested organizations are requested to send their proposal mentioning the methodology of the proposed study, information required from the Trust, charges to be payable and any other terms & conditions, to the following address so as to reach on or before 28.02.2017:
